    But… doesn’t this entail that the Bishops only do ordination and confirmation, and the laity does everything?

      No the idea is that each circle sits inside the larger ones, so it’s designed to illustrate the opposite – that Bishops remain Priests who remain Deacons who remain part of the whole people.
